Property Condition Assessment (PCA) is designed to meet or exceed
ASTM E-2018-08 Standard Guide for Property Condition Assessments:
Baseline Property Condition Assessment Process. One of the major differences between a Due Diligence Property Condition Assessment
and a Comprehensive Commercial and Industrial Building Inspection is
the inclusion of Opinions of Probable Costs to Remedy Physical
Deficiencies. While many real estate buyers, investors,
lenders and attorneys require the dollar cost to repair or
otherwise return a property to good safe functional condition
this information is not typically included in Commercial and
Industrial Building Inspection protocols but is included in
Property Condition Assessment.

Standard for Property
Condition Assessment allows for a variable level of due
diligence. Not every property warrants the same level of
assessment which allows us to customize your report consistent
with good commercial and customary practice based in part on your
purpose for ordering PCA; type of property, age of the
improvements; your own expertise and risk tolerance and time
available to receive and review your Property Condition Assessment
Report. As with any due diligence service is to your advantage to

Condition Assessment: Baseline Property Condition Assessment
Process is conducted according to the following Scope of Work:

Walk-Through
Survey - Observation and limited testing of each system and
component and physical deficiencies, if any. A general
description of tenant-owned equipment is also included.

Document
Reviews and Interviews - Review of available documentation can
include building plans, service records and certification of
required periodic inspection and testing such as boiler
inspection, sprinkler system inspection, fire alarm system
inspection and recharging fire extinguishers. Facilities
management and/or maintenance personnel are interviewed.

Out
of Scope Items - this is one of the customizable features and
also includes observations of unexpected or previously
unidentified conditions such as structural repairs, repaired
or unrepaired fire damage and evidence of removal of hazardous
substances such as asbestos that may have left dangerous
particulate in the air.

Opinions
of Probable Costs - Identification of material physical
deficiencies and suggested remedies along with opinions of
probable costs.

banks and other lenders now require environmental assessment prior
to loan approval for your protection as well as their own.
Hidden environmental contamination can render a property useless
and the potentially high cost of environmental cleanup and
personal and property injury claims can be financially

the enactment of the Comprehensive Environmental Response
Compensation and Liability Act (CERCLA) in 1980, the commercial
real estate industry has had to deal with the harsh reality that a
current owner OR
operator of a contaminated property could be held responsible for
cleanup of the contaminated property - regardless of whether the
owner or operator had anything to do with causing the
contamination. Congress enacted the Superfund and Reauthorization
Act (SARA) amendments to CERCLA in 1986 to provide liability
protection to innocent landowners who unwittingly purchased
contaminated property.
Now
commercial
real estate purchasers can now be insulated from liability by one
or more of the
provisions of the Comprehensive Environmental Response
Compensation and Liability Act (CERCLA).
