A properly developed due diligence program can yield significant cost savings to buyers in terms of liabilities avoided and
cost adjustments to a particular transaction if information from the due diligence investigation is used properly
and in the early stage of the transactional process.

Property Condition Assessment

We offer Property Condition Assessment and very thorough Commercial Building Inspection and Industrial Building Inspection including structure, building envelope including roof, sidewalls and doors and windows; interior finishes including floors, walls and ceilings; mechanical, electrical, plumbing, HVAC; fire suppression and life-safety systems.  Our comprehensive inspections also include the property: walks, roads, drive and parking areas and landscaping including storm water runoff and drainage.

In addition to current condition we can estimate remaining useful life expectancy of important components and systems, provide optimum maintenance protocols, recommend upgrades for energy efficiency and cost savings and prepare cost estimates for required near-term repair and replacement.  This information is all developed for your use; we provide you with all the information
that you, your attorney and your lender need to structure a favorable real estate transaction, or to develop short-term or long term forecasts for property you currently own or lease.

Property Condition Assessment can be as limited or as comprehensive as you require and will typically include assessment of most of the following:

  • Structure – concrete, steel and wood components
  • Roof system including surface material, condition, age and remaining useful life
  • Building envelope – roof and sidewalls including windows and doors
  • Interior finishes – floors, walls and ceilings
  • Heating, ventilation and air conditioning
  • Electrical system and components
  • Plumbing system and fixtures
  • Fire suppression and life safety systems
  • Landscaping including planted and natural areas

  • Hardscape - walks, roadways, drives, parking areas

  • Storm water drainage

Report Standards

Our Property Condition Assessment (PCA) is designed to meet or exceed ASTM E-2018-08 Standard Guide for Property Condition Assessments: Baseline Property Condition Assessment Process.  One of the major differences between a Due Diligence Property Condition Assessment and a Comprehensive Commercial and Industrial Building Inspection is the inclusion of Opinions of Probable Costs to Remedy Physical Deficiencies.  While many real estate buyers, investors, lenders and attorneys require the dollar cost to repair or otherwise return a property to good safe functional condition this information is not typically included in Commercial and Industrial Building Inspection protocols but is included in Property Condition Assessment.

Customized Inspection

ASTM E-2018-08 Standard for Property Condition Assessment allows for a variable level of due diligence.  Not every property warrants the same level of assessment which allows us to customize your report consistent with good commercial and customary practice based in part on your purpose for ordering PCA; type of property, age of the improvements; your own expertise and risk tolerance and time available to receive and review your Property Condition Assessment Report. As with any due diligence service is to your advantage to contact us to discuss your needs as soon as possible.  Based on the level of assessment that you require, the more time we have to plan, the more comprehensive information we can provide.

ASTM E-2018-08 Standard for Property Condition Assessment: Baseline Property Condition Assessment Process is conducted according to the following Scope of Work:

  • Walk-Through Survey - Observation and limited testing of each system and component and physical deficiencies, if any.  A general description of tenant-owned equipment is also included.

  • Document Reviews and Interviews - Review of available documentation can include building plans, service records and certification of required periodic inspection and testing such as boiler inspection, sprinkler system inspection, fire alarm system inspection and recharging fire extinguishers.  Facilities management and/or maintenance personnel are interviewed.

  • Out of Scope Items - this is one of the customizable features and also includes observations of unexpected or previously unidentified conditions such as structural repairs, repaired or unrepaired fire damage and evidence of removal of hazardous substances such as asbestos that may have left dangerous particulate in the air.

  • Opinions of Probable Costs - Identification of material physical deficiencies and suggested remedies along with opinions of probable costs.

Your Due Diligence Budget

We will work with you to design your Property Condition Assessment to meet your needs and budget.  While too little information will not suit your purposes we work hard to not over-design your assessment to keep assessment costs in line.  You can be assured that every assessment we do will include some information that you weren't expecting because we approach each assignment with a 110% attitude - we are committed to providing superior value.

Our Qualifications

Our Senior Inspector is uniquely qualified to the task of Property Condition Assessment.  With university degrees in architecture, engineering and post-university training in commercial and industrial building inspection as well as 24 continuous years of experience in all 3 disciplines you can expect a broad and in-depth assessment and report.  While architects, engineers and building inspectors all approach a property from slightly different perspectives, our senior inspector is uniquely qualified to view your property from all three perspectives.

What can we do for you?  We will meet or beat any local or national provider's price for the same combination of services.  We respond promptly and work quickly to produce expert, professional reports.  We have more than 24 years experience and have delivered nearly 15,000 inspection and assessment services.  You do the math - we're the 1 source for all your due diligence requirements.  Call our number now 585-738-5080.

Ordering Information

Whether you require only a baseline report or much more, Due Diligence Property Condition Assessment is customized to meet your own specific needs and requirements, based on the recommendation of your real estate attorney and requirements of your lender. PCA can be expanded to include additional items from our proprietary protocols for Commercial Building Inspection and Industrial Building Inspection such as repair and replacement costs, life cycle assessment, forecast of future maintenance including recommended schedule suitability of the building and property for future renovation and addition and more.

Cost Savings

Remember that a complete due diligence process includes environmental assessment.  Phase 1 Assessment is indicated for most properties but the lower cost and fast (1 week or less!) Environmental Records Search and Risk Assessment is appropriate as a preliminary report for many properties and may be all that you need for "low risk" properties.

We're Phase 1 Environmental Assessment experts.  Order any Environmental Assessment product as part of your Property Condition Assessment and we'll discount each service.  See our Pricing Policy below.

Environmental Site Assessment

Complete information available at  Phase 1 Environmental Assessment

Most banks and other lenders now require environmental assessment prior to loan approval for your protection as well as their own.  Hidden environmental contamination can render a property useless and the potentially high cost of environmental cleanup and personal and property injury claims can be financially devastating.

Since the enactment of the Comprehensive Environmental Response Compensation and Liability Act (CERCLA) in 1980, the commercial real estate industry has had to deal with the harsh reality that a current owner OR operator of a contaminated property could be held responsible for cleanup of the contaminated property - regardless of whether the owner or operator had anything to do with causing the contamination.  Congress enacted the Superfund and Reauthorization Act (SARA) amendments to CERCLA in 1986 to provide liability protection to innocent landowners who unwittingly purchased contaminated property.

Now commercial real estate purchasers can now be insulated from liability by one or more of the provisions of the Comprehensive Environmental Response Compensation and Liability Act (CERCLA).  CERCLA offers the following protections:

  • Bona Fide Purchaser Liability Protection

  • Innocent Landowner Liability Protection

  • Contiguous Property Owner Liability Protection

In order to be qualified to apply for any of these protection commercial real estate purchases must perform what EPA calls
All Appropriate Inquiry (AAI).  As a practical matter All Appropriate Inquiry is performed as part of a complete Phase 1 Environmental Assessment.  When the Assessment is correctly and fully completed by a qualified Environmental Professional the purchaser can apply for CERCLA liability protections should they ever be necessary.  Contact us for further information.

Services for Sellers

Sellers often choose Due Diligence Property Condition Assessment or Commercial Building Inspection or Industrial Building Inspection and Phase 1 Environmental Assessment to determine what conditions need to be addressed to prepare property for sale.  In this situation a seller can consider at their option correction or price adjustment for defects and deficiencies.  Without the pressure that is likely later in the sale process the seller has the freedom to choose the best correction and shop for the best price.  A buyer will likely still want to have his own due diligence inspection but the seller will know what to expect and will have the documentation to refute any erroneous or overly stringent findings.
